The Ministry of Agriculture and Rural Affairs of the National Development and Reform Commission jointly issued a plan to deploy the construction of modern seed industry upgrading projects in the 14th Five-Year Plan

Recently, the National Development and Reform Commission and the Ministry of Agriculture and Rural Affairs jointly issued the "14th Five-Year Plan" Modern Seed Industry Upgrading Project Construction Plan (hereinafter referred to as the "Plan"), which made comprehensive arrangements for the overall thinking, framework system, key projects and safeguard measures of China's seed industry infrastructure construction layout in the 14th Five-Year Plan, mainly covering agricultural species industry, livestock and poultry seed industry, The three aspects of improving the capacity of aquatic seed industry provide support for accelerating the revitalization of the seed industry, realizing the self-reliance and self-improvement of seed science and technology, and the independent and controllable seed source.

The "Plan" pointed out that the seed industry is at the source of the entire agricultural industrial chain, is a landmark and leading project for the construction of modern agriculture, and is a national strategic and basic core industry. During the "14th Five-Year Plan" period, it is necessary to adhere to the principles of overall planning, rational layout, problem-oriented, key breakthroughs, government guidance, diversified investment, optimization and promotion, and system construction, closely focus on the key tasks of seed industry revitalization, focus on the four major links of resource protection, breeding innovation, testing and evaluation, and breeding of fine seeds, and lay out and build a number of world-class landmark projects. In terms of the protection of germplasm resources, focus on the national long-term bank of germplasm resources and the protection field (area) of livestock and poultry aquatic resources, and build a system for the protection and utilization of germplasm resources with international advanced level. In terms of breeding innovation, focusing on large-scale phenotypic identification platforms and molecular breeding platforms, we will build a basic and cutting-edge research and commercial breeding system with international advanced level to support the development of innovative enterprises. In terms of testing and evaluation, focusing on the national breed testing center and the livestock and poultry breed performance measurement station, comprehensively improve the facilities and equipment conditions and breed testing (determination) capabilities. In terms of breeding of improved seeds, focusing on the national southern breeding base, the national seed base and the livestock and poultry aquatic seed breeding base, we will build a national production base for crops, livestock and aquatic products, effectively guarantee the supply of improved seeds, and comprehensively improve the level of improved seeds.

The "Plan" puts forward that it is necessary to benchmark the overall goal of agricultural and rural modernization, deploy in accordance with the action plan for the revitalization of the seed industry, accelerate the improvement and upgrading of the infrastructure conditions of the modern seed industry, and step up the research of key common technologies and core technologies of seed sources. By 2025, the protection system of agricultural germplasm resources will be further improved, and the capacity of collection, preservation, appraisal, evaluation, distribution and sharing will be greatly improved; Build a number of breeding innovation platforms, select and promote a number of new varieties in the breeding industry, and reach the advanced level of breeding innovation capabilities; Initially establish a test and evaluation system suitable for the development requirements of modern seed industry; Build a number of modern seed breeding and breeding production bases, form a modern seed industry development pattern of protection, breeding, testing, division of labor, cooperation, and close connection, achieve strong foundation, strong system, strong science and technology, strong enterprises, comprehensively improve the modernization level of seed industry, and provide a strong guarantee for China's food security and effective supply of important agricultural products.
